Questions
Why does the PNG size not matter?
PNG and JPG are compressed only on disk. On the GPU a texture is stored uncompressed (RGBA8) or in a GPU format like BC7 or ASTC, so memory depends on the pixel size and format, not the file size.
How much do mipmaps add?
A full mip chain adds about one third: each level is a quarter of the one before it, and 1/4 + 1/16 + … ≈ 1/3.
